Rates Payment Plans
We understand that our community may be experiencing financial challenges, and this could mean as a ratepayer you may need help paying your rates.
Did you know that Council may be able to offer a payment plan? This payment plan would be agreed between yourself as the ratepayer and us as Council.

Animal Control for registration and complaints
Horowhenua District Council’s Animal Control team is responsible for ensuring that animals are looked after and are not menacing or a nuisance to the public.
The normal hours of work for Animal Control are 7.30am to 4.00pm on Monday to Friday, excluding Public Holidays. For all enquiries during these hours, please phone Council on (06) 366 0999.

Making Payments
It’s easy to make a payment to Horowhenua District Council with a range of payment options available for applications, rates accounts, water accounts, debtor accounts and infringements.

Rubbish and Recycling Services
Horowhenua District Council provides Solid Waste (rubbish) disposal facilities for residents and visitors to our District through a Kerbside Bag Collection service, and by providing Waste Transfer Stations in Foxton and Shannon.

Land Information Memorandum
If you consider purchasing a property in the Horowhenua District, it is recommended that you obtain a LIM before finalising the purchase. You will find a LIM useful in helping you decide whether the land is worth purchasing, free from any restrictions, and whether the intended use of the land is feasible.

Watch this space! – Grants and Funding
A centralised community development grant will create a fund to support the community’s recovery from COVID-19.
Council voted to create the new grant at its meeting on 6 May by combining all contestable grants funds into one community development fund. The new fund will have approximately $143,000 to disburse and will be a one-off response for the 2020/2021 financial year, with community grants schemes returning to normal in 2021/2022.
